sapcontrol -nr 08 -function GetEnvironment malfunctions

We have a strange situation that is if running following command at a application server as qaaadm:

sapcontrol -nr 08 -function GetEnvironment

we can see all Oracle related environment variables are MISSING.

If I use "env"  as qaaadm, all those missing variables show up.

1) I have tried kernel 721 (patch level 216), 721 (pl 500) and 721_ext (pl 500), all have above problem;

2) I also applied 1825259 to add for example: SETENV_00 = DB_SID=QAA, but

sapcontrol -nr 08 -function GetEnvironment | grep DB_SID still shows nothing, while env|grep DB_SID shows QAA.

Your advice is appreciated.
