Is Infotype 0000 is mandatory to insert in Infogroup

Hi Experts,

When We are configuring Actions in PA , Is Infotype 0000 is mandatory to insert all Infogroup?.

If it is mandatory, please explain the reason to maintain it in all the infogroup.

As i Know it is required for Termination action.Because Employment status should change to '0' in IT 0000

Same way can any one explain necessity to insert infotypes 0000 and 0001 in all infogroups for some standard actions like,Promotion, Conformation, Transfer,Demotion
