Enhancing the standard TI screen with an Event Handler to trigger an Action

Hi Experts,

I have a requirement to hide few tabs in opportunity TI screen based on an Indicator field.If the indicator(first) is set only members of the sales team should see all the available tabs of TI,others should see only few tabs.

For this requirement I have created an action that checks all the conditions and based on the logged in user.If the logged in user is a part of sales team it set an indicator(second) and this indicator(second) is bound to the visibility property of the tabs in the TI.

But the problem here is this action needs to be called at the time of screen loading so that validations will be done as required.Is there any way to add this action under the standard Edit Handler.

Can SAP allow to add custom event handlers if we request via incident.

Kindly share your views on this and also if there is any other work around to achieve the same without using action/script.
