Trigger NEU output each time after a change is made to PO, but without "change" indicator

When a change is made to an existing PO, SAP automatically re-triggers the NEU output with the "change" indicator and prints only the respective changes only automaticallly.

We'd like to change this setting to print the "full" PO each time after a change automatically.  I have unassigned the change setting from NEU (SPRO > MM > Messages > Fine Tune Messages), so now no change outputs are triggered automatically.

But that doesn't solve the problem as we do want to trigger the NEU output after a change, just not with the "change" indicator.

I'm think that there isn't a standard way to make this happen.  If not, what program would we need to modify to make this happen?
