RD Sync Setup in HCP Account

Hi Experts,

I am tyring to setup RD sync on my HCP account

With reference to the information available at:https://help.hana.ondemand.com/help/frameset.htm?cdc9600ec42a47ea90f8997906e959a0.html    

seems like I need to get an IBC ticket created on component BC-NEO-CON, and I am not sure how to create such a ticket.

How do I get the RD sync service on my HCP account? I am sure there must be many people who have tried this already and set up the RD sync. Pls suggest.
